Why does per capita consumption vary so much between the water companies?

For a number of reasons including socio-economic variations, climate and pressure to methodological assumptions, supply pipe leakage allocations and sample selections.

Ofwat is currently undertaking a project entitled Variations in per capita consumption. This will build on preliminary work completed in the UKWIR report, Best practice for unmeasured per capita consumption monitors (99/WM/08/25), that sought to explain the variation reported in per capita consumption (PCC) across England and Wales. It is expected to report shortly.
